PetroTal, operator of Block 95 (Loreto) and the largest crude oil producer in the country at present, informs the public the following:

- Since the last week of May, we have been suffering attacks from Aidecobap (Asociación Indígena de Desarrollo y Conservación de Bajo Puinahua) that seeks to coerce the company and the State to comply with its particular agenda, which is contrary to the consensus and will of the majority of the population of the Puinahua district, where the Bretaña Norte field of Block 95 is located.

- This illegal blockade of the river prevents the entry and exit of vessels to our operation through attacks by their followers who throw Molotov cocktails at vessels loaded with crude oil from canoes and detain them, putting the lives and integrity of passengers, crew members, themselves and the environment at risk.

- On 06/06/23, Aidecobap followers attacked with firearms and sharp weapons a Peruvian Navy boat where the Provincial Corporate Criminal Prosecutor of Requena, Francisco Torres Vásquez, was being transported, leaving officer Abraham Zabala Oliver with serious injuries, in an open act of rejection of the authority before a proceeding of the Public Prosecutor's Office.

- To date, Aidecobap has held two vessels hostage, one of them loaded with 40,000 thousand barrels of oil along with 12 crew members, constituting an evident risk to life, health and the environment. In November 2022, the association also kidnapped another crew of Brazilian citizens for 48 hours, after attacking and looting their vessel.

- The reason for Aidecobap's violent protest is to ignore the approval of the regulations for the administration of the Development Fund for the Puinahua District (Fund 2.5), to which PetroTal contributes the value of 2.5% of its audited production for the development of projects for the benefit of the entire population of the district where it operates.

- The approval took place at the last session of the Technical Committee of Lot 95, which in addition to its members, was attended by the Ombudsman's Office to safeguard the interests of the puinahuinos' neighbors and guarantee the legitimacy of the agreements adopted.

- Previously, Aidecobap asked the board for a period of time for the members to reach proposals to the administration regulations. All complied with the request except for the association that today, through its misnamed “territorial control”, is trying to invalidate a regulation approved by consensus, with a participatory and transparent approach for the management of the fund that to date accumulates more than S/. 30 million.

- These illegal measures of force generate a deep malaise in the majority of the population of the district that is against Aidecobap's position and that sees how the 2.5 Fund loses around S/ 200 thousand soles for each day that PetroTal's operations are affected; while the Loreto region stops receiving around S/ 620 thousand soles per day in oil canon for the same cause.

- Aidecobap's attacks on people and private property are evidence of criminal conduct that is unacceptable in a state governed by the rule of law. PetroTal maintains an openness to dialogue with local authorities, such as the district municipality and the real leaders and leaders residing in the district, but rejects illegal acts promoted by characters with particular interests. Finally, we urge the authorities to intervene to restore peace and order.
